The Tracking Systems and Application Section provides world-leading capability and expertise in a wide range of technologies that are critical to spacecraft tracking and related applications. The Section supports algorithm development calibration and validation of NASA’s satellite altimeter missions as well as NASA's deep-space missions by providing to the JPL navigators unique and extremely precise radiometric sources and data types. The Section provides the Deep Space Network (DSN) with precision atomic frequency and time references and distribution systems. The Section also delivers to JPL navigators a host of other products that are required for deep space navigation such as celestial and terrestrial reference frame coordinates Earth orientation parameters and calibrations to account for the effects of the Earth's troposphere and ionosphere on radiofrequency metric tracking data-types.
For terrestrial and near-Earth users the Section offers the highest accuracy Global Navigation Satellite System (GNSS)-based positioning and timing products and services. The Section also performs extensive scientific investigations using its technologies in the areas of planetary dynamics astrophysics astrometry and radio astronomy gravitational waves geophysics and fundamental physics.
**Responsibilities:**
You will be a Research Technologist in the Near-Earth Tracking Applications (NETA) Group leading and undertaking innovative research and development in algorithms calibration and validation of NASA’s satellite altimeter missions including but not limited to the Jason and Sentinel-6 series SWOT and CRISTAL. Work in teams to lead and contribute to research and development of science data system algorithms and calibration validation activities for the suite of JPL-supported altimetry missions: Jason-1 Jason-2 Jason-3 Sentinel-6 SWOT and CRISTAL missions. Contribute to the end-to-end calibration and validation of each component of the measurement system and the science data products for these missions. Apply established approaches and contribute to the development of novel approaches for calibration and validation of satellite altimeter measurement systems to identify and mitigate errors in those systems. Lead analyses of pulse-limited and synthetic aperture radar data and development of novel algorithms to process those data. Lead routine quality control calibration and validation of science data products for these missions. Lead publications in the peer-reviewed literature as well as presentations at professional society and altimetry mission science team meetings. Develop and contribute to proposals to support related research activities. Use skills in Python and C++ to develop new or maintain existing satellite altimeter measurement system calibration and validation tools.
**Required Skills:**
- Bachelors degree in Engineering Math Physics or related technical subject area with typically a minimum of 9 years of related experience; or a Master's degree in similar subject areas with a minimum of 7 years of related experience; or PhD in similar subject areas with a minimum of 5 years of related experience.
- Experience in one or more of the following related fields: satellite altimetry data processing and analysis synthetic aperture radar data processing and analysis Kalman filtering.

**Summary**
The **System Test Engineer II** develops and executes System Test Plans for small unmanned air vehicles and missiles and their associated subsystems. Testing encompasses simulator ground and flight tests and includes logging and analyzing data and documenting test results.
**Position Responsibilities**
- Support developmental test and evaluation of sub-system model-scale and full scale testing. Assist the Flight Test Director during flight tests
- Determine and communicate subsystem system and flight test objectives. Develop test cards to verify that those objectives are met
- Review System Requirement documents to help ensure requirements are concise and testable
- Participate in test and flight readiness reviews test briefs and post-test debriefs
- Ensure test assets are prepared to support testing including proper configuration of product hardware and software writing test cards and procedures and maintaining test equipment
- Process and analyze test data to determine test results. Analyze large test data sets using software tools (MATLAB or Excel)
- Capture test activities fill in test data sheets and transfer telemetry files to the network. Enter test failures or anomalies in an issue tracking system database. Summarize test activities and results in reports

**Basic Qualifications (Required Skills & Experience)**

The EAPO provides services related to chemical and biological waste management hazardous material spill prevention and response air emission permits storm water permits industrial water permits etc. The EAPO's Air Quality Management Program focuses on compliance with all Federal State and local environmental regulations dealing with air quality permitting and reporting. This includes but is not limited to: Title V Permit Program South Coast Air Quality Management District (SCAQMD) NOx RECLAIM (Regional Clean Air Incentives Market) Program Pollution Prevention Program and Environmental Inspections.
The JPL EAPO seeks an **Air Quality Engineer** to lead and oversee the JPL Air Quality Program ensuring its continued growth success and alignment with our organizational compliance goals. The candidate will work closely with the current program manager during a structured training and transition period to ensure a smooth handover. The Air Quality Engineer will also be supported by a part-time EAPO team member to assist with administrative and program-related tasks. The successful candidate would interface with the SCAQMD (and their inspectors) the JPL facilities department (and their subcontractors) and various members of the JPL technical staff. As a key member of the EAPO they will fulfill requirements of the following existing programs and other ad hoc assignments as deemed necessary by the EAPO Section Manager such as:
Title V Permit Program: prepare applications and obtain permits to construct and operate for all air quality equipment and processes where applicable. Prepare and submit Title V reports and all regulatory air quality reports including SCAQMD Annual Air Emissions (AER) and Quadrennial AB2588 Air Toxics “Hot Spots” Inventory.
Pollution Prevention Affirmative Procurement - supporting role: understand all aspects of a comprehensive chemical tracking program including chemical process and use review and approvals for purchase; recommend chemical substitutions for chemical procurements; data entry database management of chemical safety data sheets (SDS) and all required reporting requirements.
SCAQMD’s RECLAIM Program: prepare quarterly reports; full knowledge of SCAQMD’s command-and-control regulatory structure program and their rules and regulations.
Prepare chemical usage reports as requested by NASA HQ Environmental Management Division CoP (Community of Practice) chemical data calls.
Environmental Inspections: conduct self-audits of air quality related processes and activities and participate with the EAPO inspection team in conducting environmental inspections focusing on general facilities and research labs. Report potential environmental concerns to respective cognitive engineer provide documentation and reports as required.
**Qualifications**
- Bachelor’s degree in Chemistry Chemical Engineering or related physical science discipline with a minimum of 6 years of related experience or a Master’s degree in similar disciplines with a minimum of 4 years related experience or PhD in similar disciplines with minimum of 2 years related experience.

We invite you to join the **Instrument Systems** **Section** within the **Cryogenic Systems Engineering** to serve as a **Thermal Engineer III.** The Cryogenic Systems Thermal Engineer will be a member of the **Cryogenic Systems Engineering** group and will report to the **Group Supervisor.**
**In this role you will be responsible for:**
- **Provides sustained thermal and cryogenic engineering support on a flight project or technology development tasks by yourself or as a lead of a small team to meet thermal element deliverables including competed mission proposals.**
- **Major responsibilities include architecting cryogenic tests and identifying viable thermal vacuum hardware designs assessing cryogenic performance procuring and integrating cryogenic hardware and conducting tests.**
- **Responsible for cryocooler modelling analysis and testing using SAGE for Cooler modeling and optimization software.**
- **Responsible for modelling very low temperature refrigeration cycles down to 100mK including heat switch technology needed below 1K for the Continuous Adiabatic Demagnetization Refrigerator (CADR).**

- **The application of two-phase heat transport technology including variable conductance and cryogenic heat pipes to architect heat rejection systems for cryocoolers.**
- Interfaces with JPL engineering team members and vendors as needed to aid and hasten development.
- Helps architect cryogenic tests write cryogenic test plans and reports setup test conduct test review and test and perform any required pre-test and post-test thermal analyses.
- Crafts and makes effective presentations at major reviews or routine team meetings to tell credible thermal and cryogenic story to managers and peers close all ensuing review action items.
- Builds trusting relationships between customer team members and line management
- Mentors junior team members as needed.
- Partners with other engineers and project personnel to evaluate tests and verify cryogenic products or systems.
- Conducts complex design analyses and oversees assembly and test of cryogenic components.
**Qualifications:**
- Bachelor's degree in Mechanical Aerospace Engineering (thermal focus) or related technical discipline with typically a minimum of 6 years of related experience; Master's degree in similar discipline with a minimum of 4 years of experience; or PhD degree in similar discipline with a minimum of 2 years of experience.
- Broad knowledge in one or more of the following areas: mechanical and electrical design cryogenic systems vacuum systems environmental test chambers clean room facility practices and standards pressure vessels and piping systems and their operations.
- Extensive understanding of use of general laboratory equipment including laboratory electronics leak detectors vacuum pumps GM coolers vacuum chambers chillers temperature controllers and process safety management hazardous materials.
- Extensive knowledge of applicable industry and or academic practices and standards across a range of applications related to thermal vacuum chambers pressure vessel systems piping system safety and their operations.
- Demonstrated experience working on mechanical and electrical engineering designs vacuum and pressure systems engineering effectively interfacing with all levels of management operations personnel and technical activities.A self-starter and task-oriented team player with strong customer service skills and excellent interpersonal organizational communication presentation and planning skills.
- Capability to identify creative designs within available project resources to meet requirements without appreciable line management oversight.
- Demonstrated capability of task ownership and commitment to working extra hours to meet key milestones.
- Excellent verbal written interpersonal and organizational skills.
- Must have general understanding and application of standard principles theories concepts and techniques in heat transfer (especially fundamental radiation heat-transfer principles) fluid dynamics and thermal engineering.
**Preferred Skills:**
- Extensive knowledge and experience with cryogenic refrigeration cycles including Joule-Thomson Stirling Pulse Tube Gifford-McMahon and Continuous Adiabatic Demagnetization Refrigerator (CADR).
- Expertise in using computational fluid dynamic (CFD) codes (Fluent and or equivalent).
- Thermal software experience (Thermal Desktop and or NX Space Systems Thermal and or equivalent).
- Analytical and empirical experience with cryocoolers and cryogenic hardware including instrumentation.
- Thermal and cryogenic technology development and the maturation along with risk-reduction strategies to implement on flight programs.
- Expertise with mechanical and electrical designs fabrication and assembly of cryogenic test hardware to support on-going projects within the Group.
- Experience with thermal control of flight systems for space-based cryogenic instruments.
- Strong working knowledge and experience in vacuum chamber operations and cryogenic systems.
- Proficiency in mechanical CAD (SolidWorks AutoCAD and or NX and or ANSYS Workbench).
- Experience with data acquisition and processing software tools (LabVIEW and or MATLAB).
- Experience writing procedures releasing drawings and negotiating implementing cross-domain interfaces (manufacturing mechanical stress vendors collaborators).
- Working knowledge of typical instrumentation and ground support equipment used in thermal tests.
- Extensive knowledge of applicable Laboratory policies and procedures NASA policies and procedures and government regulations.
- Demonstrated record in open-ended long-term problem-solving.
- Flexibility to take on assignments outside the area of expertise.

Overview
As a Proposal Schedule Analyst in the Engineering Cost Estimation Office (JPL Org 251) you will lead the schedule development for a variety of spaceflight projects support trade studies by analyzing schedule impacts of alternative designs ensure alignment between schedule products and proposal requirements and assess schedule risk. This position reports to the Manager of Engineering Cost Estimation and interfaces regularly with leadership across JPL.
Responsibilities:
As a Proposal Schedule Analyst you will:
- Lead development of all schedule products for Step 1 (i.e. NASA Pre-Phase A) and Step 2 (i.e. NASA Phase A) proposals. Typical products include:
- Top Level Schedules that support proposal win strategies and clearly communicate key information to a broad audience of evaluators
- Networked schedules that enable detailed analysis by expert schedule evaluators
- Collaborate with external partners; assess and integrate their schedule inputs
- Interpret proposal requirements and apply JPL’s business tools and best practices as appropriate
- Assess and validate proposal cost and schedule integration
- Analyze historical schedule performance to support proposal work
- Serve as an essential member of a multidisciplinary proposal team sharing your perspective throughout proposal development (e.g. win strategy definition trade studies)
- Detect significant changes to JPL’s toolset best practices and or proposal requirements and advise leadership on adapting proposal schedule products to these types of changes
Required Qualifications:
- Typically requires a Bachelor’s degree in Business Administration Finance Accounting Economics or related field with 6 years of relevant experience; Master’s degree with 4 years of relevant experience; or PhD with 2 years of relevant experience.
- Experience with and advanced knowledge of Microsoft Project Milestone Pro and other mainstream schedule development tools
- Demonstrated ability to develop maintain and communicate a variety of project schedule products in collaboration with a multidisciplinary team
- Sustained successful performance as a scheduler on sophisticated technical developments
- Demonstrated schedule domain credibility within program project management and with external customers
- Working knowledge of matrix organizational structures
- Effective communication skills in verbal written and presentation forms
- Demonstrated ability to anticipate and mitigate complex problems
- Broad multidisciplinary knowledge and extensive experience in managing schedule planning forecasting analysis performance measurement assessment and reporting
Preferred Qualifications:
- Knowledge of JPL’s best practices for schedule development and how they support JPL’s business goals
- Experience implementing scheduling throughout the lifecycle of an aerospace flight project
- Experience on aerospace flight project proposal developments in response to NASA Award Opportunities
