Overview
As a Proposal Schedule Analyst in the Engineering Cost Estimation Office (JPL Org 251) you will lead the schedule development for a variety of spaceflight projects support trade studies by analyzing schedule impacts of alternative designs ensure alignment between schedule products and proposal requirements and assess schedule risk. This position reports to the Manager of Engineering Cost Estimation and interfaces regularly with leadership across JPL.
Responsibilities:
As a Proposal Schedule Analyst you will:
- Lead development of all schedule products for Step 1 (i.e. NASA Pre-Phase A) and Step 2 (i.e. NASA Phase A) proposals. Typical products include:
- Top Level Schedules that support proposal win strategies and clearly communicate key information to a broad audience of evaluators
- Networked schedules that enable detailed analysis by expert schedule evaluators
- Collaborate with external partners; assess and integrate their schedule inputs
- Interpret proposal requirements and apply JPL’s business tools and best practices as appropriate
- Assess and validate proposal cost and schedule integration
- Analyze historical schedule performance to support proposal work
- Serve as an essential member of a multidisciplinary proposal team sharing your perspective throughout proposal development (e.g. win strategy definition trade studies)
- Detect significant changes to JPL’s toolset best practices and or proposal requirements and advise leadership on adapting proposal schedule products to these types of changes
Required Qualifications:
- Typically requires a Bachelor’s degree in Business Administration Finance Accounting Economics or related field with 6 years of relevant experience; Master’s degree with 4 years of relevant experience; or PhD with 2 years of relevant experience.
- Experience with and advanced knowledge of Microsoft Project Milestone Pro and other mainstream schedule development tools
- Demonstrated ability to develop maintain and communicate a variety of project schedule products in collaboration with a multidisciplinary team
- Sustained successful performance as a scheduler on sophisticated technical developments
- Demonstrated schedule domain credibility within program project management and with external customers
- Working knowledge of matrix organizational structures
- Effective communication skills in verbal written and presentation forms
- Demonstrated ability to anticipate and mitigate complex problems
- Broad multidisciplinary knowledge and extensive experience in managing schedule planning forecasting analysis performance measurement assessment and reporting
Preferred Qualifications:
- Knowledge of JPL’s best practices for schedule development and how they support JPL’s business goals
- Experience implementing scheduling throughout the lifecycle of an aerospace flight project
- Experience on aerospace flight project proposal developments in response to NASA Award Opportunities

The Microdevices Laboratory (MDL) of Jet Propulsion Laboratory (JPL) was established 3 decades ago with the goal of providing capabilities for development of components sensors and instruments for the JPL NASA space program. Since inception MDL has enjoyed significant success in enabling new missions new measurements and ultimately new science for space. In order to maintain and excel the current leadership role it is essential to identify and carry high quality research programs that are targeted toward future important scientific and technical goals of NASA and JPL utilizing the existing and expanding capabilities at MDL.
Our approach: hire a number of outstanding postdoc researchers to focus on long term technology development in the areas of:
• Integrated Optics nano-photonics
• Quantum sensors
• Space detectors
• Sensors and microsystems for harsh environment
• lidars radars and spectrometers.
• New microfabrication processes for disruptive microdevice technologies.
We currently have several open positions for outstanding postdoc researchers to define and develop microdevices technologies components and subsystems at MDL. Future microdevices developed at MDL will be critical for future NASA JPL missions with a focus on the 2025 and 2035 timeframes. The appointee(s) will carry out research in collaboration with the JPL advisor(s) resulting in publications in the open literature.
**Job Requirements**
• Ph.D. or equivalent experience in engineering
• Substantial hands-on experience in micro- nanofabrication and cleanroom processes
• In-depth knowledge of advanced lithographic techniques DRIE thin-film deposition
• Strong publication record demonstrating original thinking and ability to conduct research both independently and collaboratively
• Effective written and oral communication skills

In this position you will be a member of the Protective Services Division’s Electronic Security & Risk Mitigation Group (ESRMG) and will report to the ESRMG Group Supervisor. Your primary responsibilities will be installing maintaining and upgrading the Laboratory’s **cameras and fence alarm systems** including but not limited to **radar-based intrusion detection systems**. In addition you will assist with the security public address system access controls conference rooms land-mobile-radio (LMR) systems and the Emergency Communication Center equipment.
**Responsibilities:**
- Primary technician for installing maintaining and upgrading the Laboratory’s camera systems including all **digital analogue camera (fixed PTZ quad and IR) equipment and software**. Perform all system programming generate diagrams and prepare system design documentation in accordance with industry best practices.
- Primary technician responsible for installing maintaining and upgrading the Laboratory’s fence alarm systems including **fiber optic and Infrared equipment and software**. Complete all system programming build diagrams and produce system design documentation in accordance with industry’s best practices.
- Maintain and ensure **camera video management software is operational**.
- Assist with the maintenance and troubleshooting of the access control system as needed.
- Identify recommend advocate for and implement any improvements for the camera and fence alarm systems.
- Provide assistance for the Laboratory’s LMR system including basic troubleshooting as needed.
- Assist with the maintenance and upgrade of equipment in the Emergency Communication Center.
- Implement equipment replenishment schedule and proactively monitor equipment lifecycle to ensure adequate replacement program.
- Apply concepts of electronics to interpret and apply electronic diagrams blueprints and schematics.
- Help with the installation and maintenance of other moderately sophisticated security equipment and electronic systems as needed.
- Collaborate with other Laboratory departments as needed.
- Team with the other members of the Electronic Security & Risk Mitigation Group to ensure seamless operation of related and complementary security systems and equipment.
**Qualifications:**
- Typically requires a High School diploma with a minimum of 8 years of related experience; Associates degree with a minimum of 4 years of related experience; Bachelors with minimum of 1 year of related experience; related required training.
- Solid understanding of fundamental job elements related to installation maintenance and systems with an emphasis on Axis and Milestone systems.
- Strong understanding of assessing and troubleshooting equipment problems repairing them if possible or determining if equipment must be sent off-site for repair.
- Detailed understanding of installing cable runs cable splice terminations and connecting equipment to an existing electronic infrastructure and applies knowledge and skills in this area.
- Must be able to become certified in the use and operation of mechanical scissor lift(s) or equivalent to support installation of camera equipment at elevation.
- **Must be a U.S. Citizen and eligible to acquire a Secret Security Clearance.**
**Desired Qualifications:**
- Strong MS Office computer skills including Word PowerPoint Excel and familiarity with Visio Paint or CAD software applications.
- Strong **Motorola CPS RSS and CSS skills are highly desirable** along with familiarity of the operation of standard LMR equipment including multimeters oscilloscopes communication service monitors frequency generators TIMS and certain specialized Motorola test equipment.
